At times, counterfeiting epidemics have occurred, when, incredibly, more counterfeit coins than genuine were in circulation. Governments introduced draconian laws to discourage counterfeiting, and further laws to 'enforce' the existing laws! Many 'improvements' were introduced to make forging more difficult, but the fakers' skills also improved. This running battle, which started around 575 B.C. is still continuing today.
